In September 2020, President Xi solemnly declared China's ambitious "dual-carbon" goals to the global community, pledging to reach peak carbon dioxide emissions by 2030 and strive for carbon neutrality by 2060. Amid profound shifts in global climate governance, green and low-carbon development has emerged as a critical engine driving the reshaping of the global economic landscape. To enhance strategic cooperation between China and France in sustainable development, President Xi and President Emmanuel Macron co-signed the "Sino-French Declaration of Intent on the Establishment of a Carbon Neutral Centre" in April 2023. This initiative aims to create a lasting collaborative framework for China and France in carbon neutrality. In November 2023, the Sino-French Carbon Neutral Centre—the world’s first intergovernmental carbon-neutral institution—officially began operations, marking a new era of comprehensive cooperation encompassing joint R&D in clean energy technologies, the establishment of platforms for low-carbon cultural exchanges, and the cultivation of multidisciplinary young talents.
As the "dual-carbon" strategy increasingly integrates into China's national governance framework, nurturing young talent has become vital for achieving carbon neutrality goals. On the occasion of the second anniversary of the Sino-French Carbon Neutral Centre, the Carbon Neutral Institute of Tsinghua University, in collaboration with the China Carbon Accounting Database (CEADs) team and globally renowned universities and research institutions, hosted the "7th China Carbon Accounting Database (CEADs) International Summer School (2025)." This international school, featuring a rigorous global selection process, attracts talented young individuals from around the world. It provides structured educational modules on cutting-edge carbon peak and neutrality theories, carbon accounting methodologies, and climate policy analysis, taught by internationally acclaimed experts and scholars. The summer school aims to cultivate future leaders in carbon neutrality, equipping them with global strategic vision, innovative thinking, and practical capabilities to significantly contribute to global climate governance.

Venue introduction
Zhejiang·Huzhou
Embraced by Lake Tai's shimmering waters in northern Zhejiang, Huzhou unfolds like a living ink-wash painting—the only Jiangnan city named after this legendary lake. Across its 5,820 square kilometers of mist-shrouded mountains and flowing rivers, 3.465 million residents thrive amid the urban elegance of Wuxing and Nanxun districts, Deqing’s lush tea plantations, Changxing’s ecological vineyards, and Anji’s vast bamboo forests. New chapters in modern development are vividly portrayed in the South Taihu New Area and the Yangtze River Delta Industrial Cooperation Zone.
A nationally recognized historical and cultural city, Huzhou is a cradle of Chinese silk, tea, and the renowned Huzhou writing brush. It famously echoed the ancient prosperity captured by the Song dynasty saying, "When Suzhou and Huzhou reap harvests, the empire prospers." Indeed, the world's oldest silk fabrics, China's first imperial tea gardens from the Tang Dynasty, and the prestigious Huzhou brushes—the foremost among scholars' traditional "Four Treasures of the Study"—all originated here.
Huzhou is also the birthplace of the "Two Mountains" ecological concept and China's beautiful countryside initiative, celebrated for its pristine natural landscapes. Yuan Dynasty poet Dai Biaoyuan once exclaimed, "Having roamed Jiangnan’s loveliest places, life should settle only in Huzhou."
Today, it remains a pioneering ground as China's first ecological civilization demonstration zone and thrives as a national forest city, consistently ranked among China’s happiest places. The vision of "experiencing beautiful China in Huzhou" has evolved from an aspiration into everyday reality, resonating through its tranquil streets, lush greenery, and vibrant lakeside life.
